Technical Guidance and review for Unit 1 Fire PSA update in accordance with NUREG/CR 6850 to support new risk informed regulation NFPA 805. Responsible for defining and scope and methodology and for technology transfer to utility personnel performing the work.

BNFL Risley

Support to BNFL on a variety of safety cases related to the decommissioning of B38 HA silo.

Assessment of the risk of explosion involving hydrogen or kerosene during retrieval of waste sludge from a silo.  he work involved a full hazard analysis in accordance with BNFL procedures, covering both probabilistic and Design Basis Accident criteria.

Salem Fire PSA update This was a major state of the art study. JEL performed overall project planning, developed technical guidance and implemented key technical tasks. The overall approach and each deliverable stage were reviewed by a peer review team of fire modelling and PSA experts from the US nuclear industry, regulatory body and the University of Maryland

Develop a set of Beyond Design Basis Accident Guidance Procedures for Ignalina Nuclear Power Plant and train operators in their use.

The objective of this Contract is to build on the existing list of BDBA by:

  • Reviewing and confirming/developing the list of BDBA scenarios.
  • Undertaking all necessary scenario analysis to allow the development of SAMG.
  • Producing the necessary SAMG manuals.
  • Providing training to INPP staff in the SAMG manuals and procedures.

JEL was the lead for a joint venture comprising SCIENTECH LLC and Volian Enterprises.

IMC
           

The development of seismic risk assessment methodology for the Industry Management Committee (IMC) involving the demonstration of methods for specifying component and structural fragilities, seismic risk methodology selection and plant implementation.  The project was managed by British Energy.

The collation and analysis of fire events which have occurred in UK nuclear power plants during commercial operation.  Data was integrated into a user friendly data base software tool (developed by JEL to support the project), enabling fire frequency/security determination.  Results of analysis will form basis for assessing fire risk associated with specific fire sources and fire locations. This work was performed on behalf of the IMC.  The project was managed by British Energy.

HSE Nuclear

Under contract to the Nuclear Installation Inspectorate, JEL developed a methodology for utilising Level II Probabilistic Safety Assessment for defining emergency Planning Zones and the evaluation of PIRER (REPPIR) distances.  The current planning is based on a reference accident and fission product source term.  In this project the use of the range of source terms and frequencies for the various accident scenarios for an advanced gas cooled reactor will be used to develop the envelope of dose contours for the various dose bands.  This information will be used to determine the dose contours which are considered “reasonably likely” to occur and the distances compared with the current emergency planning zones and PIRER distance evaluation.  The concept of dis-benefit for taking countermeasures is included in the study.

Installations Inspectorate

Risk Monitoring at NPPs. JEL provided support to NII for the NIIs participation in the development of an international state of the art guidance document on Risk Monitoring (OECD/NEA report published in 2005). JEL also provided a seminar for the NII on the same topic and also performed a trail conversion of an AGR PSA for use with the SCIENTECH Safety Monitor software.

Crane PSA Review -  JEL performed or reviewed a number of High Integrit Nuclear Crane PSAs on behalf of the NII. The PSA models developed by JEL included detailed protection system models
